Now open Firewall Builder GUI, click main menu Edit/Preferences, switch to tab SSH and enter path to plink.exe and pscp.exe on this page. Then click "OK" to save.

Note that Firewall Builder policy installer does not need PuTTY termninal emulator program putty.exe, however you can use it to log in to the firewall to do other administrative tasks. PuTTY is an excellent ssh client for Windows.
